In a few words, it should accurately represent the contents of the story and draw readers into the story. Develop the headline before you write the story. This way, the headline will help you keep the story focused.

Every good idea has its flaws.  Our rockets definitely had its problems.  It started off with us finding ideas.  We had to research to find the best rocket.  Then it was with our first rocket that was a failure.  This is because it was way to big and wouldn't handle the pressure.  Then once we made our second rocket, when it came back down it severely damaged the clay nose cone.  So after that we had to make another.  Also there was hot glue on the bottle so we aren't 100% sure it will not blow up.  We also had to find another rocket so we would have one.
